Boys playing in a paddle boat in the boating pool on the beach. There were paddles (minature versions of the paddles on a paddle steamer)on both sides of the boats. These were turned by hand using handles inside the boat. If you turned both paddles together you went forward, if you just turned one you went left or right - or often round in a circle.
